hello if I set:

$genEmailDisable=1

this will stop people being able to subscribe to topics but will this also stop new members getting their randomly generated password ? (I really want the random password but no subscriptions to topics allowed.

Yes, this will stop.

Subscriptions are disallowed via another option, $emailusers. $genEmailDisable disables totally email sending options.
