Is it possible for the admins to turn off the "Last discussions" thing on the main forum page?

Do you mean - only when admin logs in or for every user?

If for every user, you just need to remove {$lastDiscussions} variable from HTML template.

Alternatively, you can set $viewlastdiscussions in setup_options to 0 - it also should work.

If I don't mistake, you need to delete {$listTopics} in template main_last_discussions.html or main_modern_layout.html (it depends on which layout you are using) and to place {$listTopics} in a new created html page.
If I understood you correctly, that's all...

If I understand correctly you need 1st page news add-on. You can put it on any external page including in a PHP script or calling through JavaScript.
