I have another issue with File Upload.
When starting a new topic the icon is there, but is inactive.
When responding to an existing topic, all works as it should.

I see this error in 'Chrome Inspector': Uncaught ReferenceError: storagePopUp is not defined

I suppose, you mean the "File Bank" add-on, right?

You have to check templates/main_topics.html file. It should have this:

at the top.
