French translations update for miniBB 3.1

Patrick Allaire provided new translations in French UTF-8 for:

- basic French package

- add-ons like Smilies, Avatars, Merging topics, Moving Replies, Multiple Topics Action, Color Picker and Preview.

The proper snippets of packages were updated, and now available in Compiler as well.

Thanks for that. French users - enjoy the fresh stuff!
