How to create and open other new admin acount but I don't want to give them administrator's rights

You don't need to compose the whole letter in CAPS.

Just look in FAQ first.

I suppose you don't need an administrator, because there could be only one super-admin in miniBB. Just assign him as a moderator.

Post as a Guest, leaving the Password field blank. You could also enter a Guest name, if it's not taken by a member yet. Sign-in and post at once, or just sign-in, bypassing the message's text.
