This software looks real nice. Does anyone know if there is a way to make the site public. I'd like to have it locked and access allowed only to people that have been given a user ID/PW. Note, GIVEN, not just signed up. I plan on emailing passwords to people rather than allowing just anyone to sign up.

That's possible.

Read the manual for options $closeRegister=1 and $allForumsReg=TRUE

In miniBB it is possible to set up so admin registers new users (for example log-in as admin, then go to index.php?action=registernew ); and then also set $enableNewRegistrations=FALSE; in setup_options.php (RTFM for more).
