I have max text length set up to 200000 but forum alows to paste only 52500. Is this a bug or db limitation?

This is a DB limitation. BLOB, TEXT type fields store L+2 bytes, where L < 2^16, according to mySQL documentation (it should be 65536 bytes, or 64 Kbytes).

You should be aware of mega flood of putting such large text limitations.
