IIS should set cookies (I never used this server, so as normal server it should do that work) - all I can say. IE, of course, accepts cookies, only you need to experiment with cookie setting, since in the last versions they are disabled by default (stupid). In miniBB, there is nothing special with cookies - they are usual as on many sites (and they are set under all standarts).
