$lastOut=array(); Not Working

I have tried to put this code in bb_specials.php, not working.

$lastOut=array(15);

Forum 15 is category I do not want the topics to show up. Besides this one file, is there anything else I would need to change so that the topics don't show up?

By the way, I did uncomment it, removing the slashes.

Working. Didn't realize that Admin could see this still. Logged out as guest and logged in as member and it doesn't show.
