Only mods could post in a topic

how can i make some thread read only for user (but can post in topic) and not for mods!
for example users can't make topic in that thread but Mods Can do it !

Still doesn't make logical sense [in general, (thread=topic)<>post], but I assume you want only admin/moderators to be able to create new threads/topics in a particular forum BUT regular posters could still post messages there. If so, you may read about the $poForums settings in the manual.

It is possible if you tell them not to make new topics and they are your trusted persons to complete your request.

What do you mean by "topic" and what do you mean by "thread" actually?

Topic is a synonym for Thread.

As for the topic - turn on your imagination and search the community and manual for post-only forums. The condition like

if(isset($topic) and $topic==YOUR_ID) $poForums[]=$forum;

should work for you.
