is it possible to prevent unsigned user to reply the message?

I want to know that how can an unsigned user can post the message or reply the topic. I want to know that how can i prevent to unsigned user to prevent reply or post the message. He must able to first login to forum.

Post as a Guest, leaving the Password field blank. You could also enter a Guest name, if it's not taken by a member yet. Sign-in and post at once, or just sign-in, bypassing the message's text.
