setting cookie expiration time?

I am trying to see how I can get my cookies to work so that when a user closes a window or goes to a diferrent URL , he/she doesn't need to relogin when returning to the forum.

I have checked my setup_options file many times and I am not sure what I am doing wrong.

$cookie_expires in setup_options.php defines the life of the cookie.
