Where to put nav bar that stays anchored at bottom of window

I am looking to put a navigation bar on my forums that stays at the bottom of the screen, even while you're scrolling. I already know how to make the bar, I just need to know which file to put it in. Can anyone help me out? Thanks....

I think templates/main_header.html or templates/main_footer.html are the first files to look in...
