How to prevent forums from unwanted users and/or postings

Problem is, that Lithuania Telecom (far bigest ISP here) provides users with dinamic IP addresses, so now a lot of people who comes from 85.206.***.*** simply can not open forum.

Any ideas how to solve this? Maybe with cookies?

Well, it depends on what kind of unwanted posts you get.

If they are anonymous unwanted advertisements (spam), we recommend to install Anti-Guest addon. By nature it blocks any anonymous messages containing clickable links (with 'http:/' inside).

You may also create your forums for registered users only, validating their emails on registration.

It's not kind of advertisment or spam. Basically, my guess several teenagers became so exited about forum they keep posting whatever they like and makes message board almost like chat or something. I would not have a problem if this would be interesting information, but they keep posting off topic messages. Everythink comes from IP I've specified above.

Then we recommend to do as already mentioned above: make forums only for registered users ($allForumsReg option), make only registrations accepted by email ($closeRegister) and disable unwanted users, so their account is kept in database, but blocked (as admin, when you view user's profile, you can click on "No" in the bottom field saying "Member").
