Where can I reduce "Anti-flood protection" time

Right now "Anti-flood protection: the system prevents you from making more than one post every 60 seconds!
How and where can I set to 10 seconds?

But you dont think 60 seconds is more. Thats is different if any one upload a large file.

File uploads and anti-spam time in miniBB are not related to each other at all.

Are you sure you really know how the technology works before giving such proposals? ;-)
