If I wanted to charge a small membership fee to (certain or all) users, could I use Minibb.

Does Minibb have this functionality?

miniBB has an option when you can disable user registrations, but admin can register them on his own. You can use this option in disallowing open registrations (but this is up to you - either you allow them manually or using special custom script).

We're providing only paid solutions on that topic.
