Open Plesk - in browser View: Source find the string about meta http-equiv="content-type... the same as in miniBB.

So, the answer is clear: when upgrading, your provider has converted the database. Ask him, why.

Good news !!! My hosting provider solved the problem !!!

" The DefaultCharset is now set to ISO-8859-1. Apparently the standard dictates that as the standard (not UTF-8). "
