Start New Topic directly from the first page

Hello,

I would like to enable my visitors to start a new topic directly from the first page as seen on the demo page of miniBB - http://minibb.org/minibb-test.php
There you can find the link "Start New Topic" in the menu and you don't have to choose a forum first. I walked through the configuration file and can't find any entries for this feature.

Any idea how to make this possible.
