how do i see "hidden" administrator panel?

the installation guide has details on the "hidden" administrator panel but i cannot find how to login to it or enable it

This panel is called Notepad.

Anonymous, just carefully go through section 4.2 of the miniBB Manual again, and you will find that most of the 'hidden' admin options (just think of them as 'additional' options) are controlled by bb_specials.php.
Make sure to use a text editor (e.g. Notepad, not MSWord) to edit bb_specials.php.
